Our Resource Person is a seasoned Project Management Professional (PMP®) with over 20 years of extensive hands-on experience in project management, planning, scheduling, and cost control across complex, high-value projects. His career spans the full project life cycle—from initiation and planning to execution, monitoring and control, and closeout—with a strong focus on value delivery, governance, and performance management.

He has been directly involved in multimillion-dollar multi-national company projects, applying globally recognized project management practices grounded in the PMBOK® framework and international best practices. His expertise bridges theory and real-world execution, making complex project management concepts practical, actionable, and relevant across industries.

Currently, our Resource Person serves as a Senior Planning Manager for a AAAA contractor in Manila, Philippines, supporting major government infrastructure projects such as the NLEX–SLEX Connector Road Project, North–South Commuter Railway (NSCR) Project, and C5 South Link Expressway Project. His role involves integrating planning, scheduling, cost control, risk management, and stakeholder coordination to ensure successful project delivery.

A long-time expert user of Primavera P6, our speaker has been utilizing Primavera since 2000 (starting with P3) for developing, managing, and controlling complex project schedules. As a PMP®, PMI-SP®, and CCP®, he brings a unique, integrated perspective on time, cost, risk, and value management, fully aligned with the principles-based approach of PMBOK® 7th Edition.

As a trainer and resource person, he is known for delivering highly practical, industry-tested insights, enriched with real project examples from construction, infrastructure, oil & gas, and public sector projects, enabling participants to confidently apply modern project management practices in their own organizations.

Procurement and Contract Administration for Construction Projects

This course provides a practical introduction to public procurement for infrastructure projects under Republic Act No. 9184 and its Implementing Rules and Regulations (IRR).

It focuses on the pre-procurement and pre-bid stages, where many procurement issues originate. Participants will understand how government procurement promotes transparency, competitiveness, and accountability, with particular emphasis on DPWH procurement procedures and infrastructure project requirements.

The course is designed for engineers and technical staff who support procurement activities and need a clear, working knowledge of procurement rules without becoming legal experts.

At the end of the course, participants will be able to:

  1. Understand the legal framework and principles of government procurement under R.A. 9184.
  2. Identify the roles and responsibilities of procurement bodies and project stakeholders.
  3. Participate effectively in procurement planning and preparation
  4. Prepare and review APP, PPMP, and ABC for infrastructure projects.
  5. Understand the different modes of procurement and eligibility requirements.
  6. Participate knowledgeably in pre-bid conferences and bid evaluation processes.
  7. Review basic bid documents and identify common procurement issues in DPWH projects.

DAY 1 – Procurement Framework and Planning

Module 1: Overview of the Government Procurement Reform Act (R.A. 9184)

  • Objectives of R.A. 9184
  • Principles of transparency, accountability, competitiveness, and economy
  • Scope and coverage for infrastructure projects
  • Procurement from an engineer’s perspective

Module 2: Procurement Organization and Responsibilities

  • Bids and Awards Committee (BAC)
  • BAC Secretariat and Technical Working Group (TWG)
  • Role of Observers
  • Responsibilities of:
    • End-users
    • Project Engineers
    • Consultants

Module 3: Procurement Planning and Preparation

  • Annual Procurement Plan (APP)

  • Purpose of the pre-bid conference
