Our Resource Person is a seasoned Project Management Professional (PMP®) with over 20 years of extensive hands-on experience in project management, planning, scheduling, and cost control across complex, high-value projects. His career spans the full project life cycle—from initiation and planning to execution, monitoring and control, and closeout—with a strong focus on value delivery, governance, and performance management.

He has been directly involved in multimillion-dollar multi-national company projects, applying globally recognized project management practices grounded in the PMBOK® framework and international best practices. His expertise bridges theory and real-world execution, making complex project management concepts practical, actionable, and relevant across industries.

Currently, our Resource Person serves as a Senior Planning Manager for a AAAA contractor in Manila, Philippines, supporting major government infrastructure projects such as the NLEX–SLEX Connector Road Project, North–South Commuter Railway (NSCR) Project, and C5 South Link Expressway Project. His role involves integrating planning, scheduling, cost control, risk management, and stakeholder coordination to ensure successful project delivery.

A long-time expert user of Primavera P6, our speaker has been utilizing Primavera since 2000 (starting with P3) for developing, managing, and controlling complex project schedules. As a PMP®, PMI-SP®, and CCP®, he brings a unique, integrated perspective on time, cost, risk, and value management, fully aligned with the principles-based approach of PMBOK® 7th Edition.

As a trainer and resource person, he is known for delivering highly practical, industry-tested insights, enriched with real project examples from construction, infrastructure, oil & gas, and public sector projects, enabling participants to confidently apply modern project management practices in their own organizations.

Developing and Implementing a Construction Project Quality Plan focuses on the planning, documentation, and system-level implementation of quality management for construction projects.

While CPM 301 concentrates on assuring quality on site, CPM 302 moves upstream and trains participants to design, customize, and implement a project-specific Quality Plan that aligns with contract requirements, DPWH standards, and ISO-based quality principles.

Participants will learn how to structure a Construction Project Quality Plan (CPQP), develop Inspection and Test Plans (ITPs) and procedures, integrate quality with schedule, cost, and risk, and implement the plan effectively during project execution up to close-out.

At the end of the course, participants will be able to:

  1. Understand the role of a Quality Management System (QMS) in construction projects.
  2. Develop a project-specific Construction Project Quality Plan (CPQP).
  3. Define quality objectives, responsibilities, and processes for a project.
  4. Prepare Inspection and Test Plans (ITPs) aligned with project activities and standards.
  5. Develop and review method statements and work procedures from a quality perspective.
  6. Implement and monitor the Quality Plan during project execution.
  7. Measure quality performance and drive continuous improvement.
  8. Prepare for audits, handover, and project close-out.

Course Outline

DAY 1 – Developing the Construction Project Quality Plan

Module 1: Quality Management Systems in Construction

Purpose: To establish a systems-level understanding of quality management beyond site inspections.

Topics:

  • What is a Quality Management System (QMS)?
  • ISO 9001 concepts applied to construction projects
  • Corporate QMS vs Project Quality Plan
  • Owner, contractor, and consultant quality systems
  • DPWH quality requirements and expectations

Module 2: Structure of a Construction Project Quality Plan (CPQP)

Purpose: To familiarize participants with the standard structure and content of a CPQP.

Topics:

  • Purpose and scope of a Quality Plan
  • Quality policy and objectives
  • Project organization and responsibilities
  • Document control and record management
  • Interfaces with schedule, cost, and safety

📌 Exercise:
Review a sample CPQP and identify gaps and weaknesses.

Module 3: Developing Inspection and Test Plans (ITPs)

Purpose: To ensure quality requirements are translated into clear, actionable inspection steps.

Topics:

  • Purpose and components of an ITP
  • Linking ITPs to WBS and activities
  • Acceptance criteria and reference standards
  • Hold points and witness points
  • Responsibilities and approvals

Draft an ITP for a selected work item (e.g., concrete works, earthworks).

Module 4: Method Statements and Work Procedures

Purpose: To integrate quality requirements into construction execution methods.

  • Typical structure of a method statement

  • Review and approval process
  • Common method statement deficiencies

DAY 2 – Implementing, Monitoring, and Closing the Quality Plan

Module 5: Implementing the Quality Plan on Site

Purpose: To ensure the Quality Plan is actually used, not just filed.

Topics:

  • Communicating the Quality Plan to site teams
  • Quality orientation and toolbox talks
  • Roles and accountability during execution
  • Ensuring compliance with procedures and ITPs
  • Coordination with supervision and consultants

Module 6: Quality Monitoring and Performance Measurement

Purpose: To measure whether the Quality Plan is effective and improving outcomes.

Topics:

  • Quality Key Performance Indicators (KPIs)
  • Trend analysis (NCRs, rework, defects)
  • Leading vs lagging quality indicators
  • Preventive action planning
  • Continuous improvement techniques

Module 7: Audits, Management Review, and Improvement

Purpose: To prepare participants to manage audits and use them as improvement tools.

Module 8: Quality Close-Out and Handover
