Procurement and Contract Administration for Construction Projects
This course provides a practical introduction to public procurement for infrastructure projects under Republic Act No. 9184 and its Implementing Rules and Regulations (IRR).
It focuses on the pre-procurement and pre-bid stages, where many procurement issues originate. Participants will understand how government procurement promotes transparency, competitiveness, and accountability, with particular emphasis on DPWH procurement procedures and infrastructure project requirements.
The course is designed for engineers and technical staff who support procurement activities and need a clear, working knowledge of procurement rules without becoming legal experts.
At the end of the course, participants will be able to:
- Understand the legal framework and principles of government procurement under R.A. 9184.
- Identify the roles and responsibilities of procurement bodies and project stakeholders.
- Participate effectively in procurement planning and preparation
- Prepare and review APP, PPMP, and ABC for infrastructure projects.
- Understand the different modes of procurement and eligibility requirements.
- Participate knowledgeably in pre-bid conferences and bid evaluation processes.
- Review basic bid documents and identify common procurement issues in DPWH projects.
